The evaluation problem of submarine operation capability was studied，and a problem was found that the data required for index evaluation cannot be fully obtained in the process of quantitative evaluation. Combined with the improvement situation of the US Virginia-class submarines，key factors influencing submarine operation capability were analyzed. Based on the main weapon loading capability of submarine，a comparative analysis of typical submarine’s operation capability was conducted. The result was evaluated，and the direction of development for submarine operation capability evaluation was discussed.
