From the Second World War，many nations’ armed forces have paid more and more attention to the underwater special warfare，which takes sabotage operation of combat frogmen as a representative. What is the developing direction of underwater special warfare equipment，and how to establish the system of underwater special warfare equipment，are the problems required to study. In the paper，the writers conduct the preliminary research on the system of underwater special warfare equipment in foreign armies，and analyze the equipment types，forms and basic capability requirements on the basis of analyzing the typical concept of operations(CONOPS)in underwater special warfare. The research result can be used to build the underwater special warfare equipment system.
