摘要:

深海军事基地具有显著的优势，是当前世界大国海军建设发展的又一个热点领域。但在深海建立军事基地也面临很多问题和矛盾，如需要规避国际法对深海军事利用的限制、需要先进的深海开发利用技术作支撑、需要投入巨量的各类资源，同时还容易引发军备竞赛，需要有效应对来自各方面的风险和挑战。为此，必须提高认识、加强领导、联合攻关、先易后难、超前预置。

Abstract:

The military base in the deep-sea has remarkable advantages，and it is another hot area in the naval construction and development for the world's major powers. But there are also many problems and conflicts in the establishment of military base in the deep-sea，such as the need to circumvent the restrictions of international law in the use of deep-sea military affairs，the need for advanced deep-sea development and utilization technology as support，the need to invest huge amounts of resources，and the possibility of causing an arms race，which needs to effectively deal with risks and challenges from all aspects. Therefore，it is necessary to raise awareness，strengthen leadership，tackle key problems jointly，conduct from easy to difficult，and make it ahead of schedule.
